Columbia exemptions may not apply to out of country purchases from a USA seller, so you might need to contact the taxing authority down there or reach out to more local community chat.
You are posting on the USA eBay.com community forums. The people that reply here are other buyers and sellers, not international tax experts.
If it bought from the USA and went to a freight forwarder, some are exempt from local sales tax some are not. Your tax exempt status in Columbia may or may not be recognized by the USA so sales tax might still be applicable.
Need to take your paid tax receipt to your states franchise tax board. Most likely eBay wont provide you with one, if that is what you are looking for. Once they send off the tax, it's sent

You will have to go to your own government organization to get a tax refund.
