TARIFFS and SELLERS WHO LIE ABOUT ITEM LOCATION
If sellers lie about item locations and are actually outside of the US, who pays the tariffs? The buyer? Does eBay take part of the payment to the seller and reimburse the buyer? For example, make an eBay search for "pickelhaube", the famous German helmet from a century or more ago, and you'll see hundreds of replicas for sale, all from different sellers in India, but almost all of them with "located in the US" in the description.
These helmets are supposedly located in places like "Grace, Mississippi", "Jamaica, NY", etc. yet Grace, Mississippi, for example, has a population of about 70 people, so they must all be employed at the India manufacturer's warehouse and distribution center that's probably down yonder from the general store. EBay has had lots of complaints about sellers from outside of the US lying about item locations, yet they still sell on eBay, so who pays the tariffs?

·7 months agoThose helmets are great conversation pieces. I know eBay doesn't allow a lot of German WWII stuff - maybe they don't allow the real ones to be sold?

·7 months agoI thought 'tariffs' had to do with 'where an item is originated from, made etc.' and NOT 'where' it's coming from??
I believe you can buy from China if it's made in the USA and not pay a tariff, but if it's coming from Arkansas going to Florida but item 'originated' in China- then Tariff applies??

·7 months agoTariffs are being charged on IMPORTS. So whoever imports them pays. If the Chinese company imports clothing to their warehouse in Texas, they pay the tariff. Then if someone in California buys that clothing, there are no tariffs to the California buyer because the Chinese company already paid to get them into Texas.
When someone in the states buys something coming from outside the US, they are subject to tariffs.

·7 months agoI agree with the above post (no, not the post directly above this one, but ONE of the above posts) that right now I would not buy from any seller who is registered outside of the United States.
However, if you accidentally buy from someone claiming have US stock and then it's an international shipment with tariffs added, you are covered by ebay's Money Back Guarantee. If you receive something with an additional tariff fee added, take a photo or get some kind of proof, and then refuse the delivery.

The item was shipped internationally and couldn't be delivered because import charges (customs duties, tariffs, taxes, or other applicable fees) weren't paid

With the constant changes in tariffs you want to look on listings for which should apply to ebay international shipping EIS or GSP.
OR
If you see the second message you will likely pay the tariff or customs fees to the Carrier FedEx, UPS, DHL... before receiving the package.
These days I would not buy items from China, India, Pakistan... who give a U.S. item location.
