The estimated delivery time frame was given in the listing. The last estimated delivery date can be seen in the Order details for the item. If no tracking number has been uploaded by that date, go back to your purchase history and click on the More actions button. There should be an I haven't received it option there if you only see Return item, click on it and I haven't received it will appear as the reason for a refund. Once you file the dispute, the seller will have 3 days to prove they shipped the item, if they do not respond or make excuses on the 4th day open the dispute and click on Ask ebay to step in. A refund will be sent from the seller's account.
Do not respond to any message from the seller that is not in the dispute folder. They will likely be an attempt to cost you, your money back guarantee protections.
You are fairly inexperienced at using ebay and things have changed since you made your last purchase. These days you need to check any seller's feedback profile before you buy from one. Do Not go by a feedback percentage or Top Rated seller tag. To see what to look for to avoid bad sellers, open the link below and click on Go To Best Answer.

If you go to your Purchase History, and there’s no tracking number for the order, then it either has not been shipped, was shipped untracked, or the seller did not choose to put the tracking number into the system. In any of those cases, if you have not received it by the latest estimated date of arrival that you saw when you placed the order, you can click the option in your Purchase History that says you have not received it. If the seller does not respond within a few days, you will then have an option within that claim to ask eBay to step in, and if they do not see tracking proving delivery provided by the seller, they will issue you a refund from the seller’s funds.
