There are cases where a package is not scanned until it's delivered and some never get scanned. Just watch the last given delivery date. You can file a case one day past that. You can use the ask seller a question and see what they say.

As the others have written you can find the last estimated delivery date by clicking on your Order Details. If your seller is foreign based they may have provided a Domestic shipper's tracking number. However, If they shipped from their country using an international shipping partner of the domestic service, the tracking will not update until the item reaches the U.S. clears customs and is handed off to the domestic final mile shipping service. That's what usually happens if the last estimated delivery date is more than 10 days from the date of purchase.
What is the estimated date of delivery as shown in the Order Details in your Purchase History? Has that date passed already?
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
Select “More actions” beside your item and then “I didn't receive it.”
Click the box beside I want a refund.
Select Send request.
If the seller does not respond to the refund request, after 3 business days you can ask Ebay to step in to help you.
If not received by the estimated date, I would send only one message to the seller advising that you did not receive the item. Most likely you will not get an answer. After giving the seller a day to respond, file an item not received through Ebay.
Sellers on eBay are allowed to set a handling time between 1 day and 30 days. You can find their handling time by clicking "See details" in the Shipping line of the listing. Did you bother to check before you made the purchase?
