You should already be aware that Ebay members do not need other members to verify their account.
Request for account verification should come from Ebay only.
You can report the message to Ebay.
Go to your Messages tab in My eBay.
Open the conversation containing the message you want to report.
Click the Actions dropdown menu or the three dots in the upper right corner of the message view.
