Shouldn't six weeks be long enough to wait for an item to arrive?

It's been over 1 1/2 months since the seller put my item in the UPS mail stream. I have waited and waited. The seller addressed it to my PO Box and didn't know that UPS doesn't deliver to USPS PO Boxes. I had no way of knowing how the seller was going to ship. So here I sit, spending hours on the phone and chat with UPS CS, which has been useless. I finally asked eBay to step in after filing an INR a week ago, and they refused. Even though it has not moved for the past 7 days, they claim I need to wait another 10 days. Why? The seller has offered nothing to try to help out with the mess they created. Should I file a chargeback at this point? I am just tired of having this outstanding. Thanks!
UPDATE: The seller has been reimbursed by UPS under an insurance claim. I am still without the items and money, yet eBay refuses to do anything.

The seller was required to ship to the address you provided Ebay at the time of purchase.
It is a well known fact that UPS does not deliver to P.O. Boxes.
The method of shipping is shown on sellers' listings.

The bottom line is the seller is responsible for getting the item to the buyer no matter what. I don't have the item. In fact, the seller has been reimbursed for the insurance of the item, while I do not have the item nor my money. Try again.

·3 weeks agoWhat reason did eBay give for refusing to step in? I suspect it might be because you opened the INR more than 30 days after the last estimated delivery date, putting your case outside eBay's INR deadline. If that's the case then yes, you need to open a dispute with your payment method.

OP3 weeks ago · EditedI opened the INR on time, not late. They stated that I had to wait until the 30th, which is the last day I can request eBay step in, as explained to me. I have 30 days to close or forward the case up to eBay after I filed the INR. Everything was done timely. They put a ten-day hold on the case. For what? What is 10 more days going to do that 6 weeks haven't done already?

·3 weeks agoEBay often does that when tracking shows a package in transit, although in this case it seems a bit ridiculous. But I've never heard of a case where they've put a hold on a case that they haven't refunded at the end of it if tracking doesn't show delivery. So you need to hold off on a chargeback until the eBay case is resolved. If you open a dispute anywhere else the eBay case will automatically close.

OP3 weeks agoThe seller was reimbursed today by UPS for an insurance claim. I am still out the item and my money. eBay needs to refund my money at this point. If I wait, as they forced me to on the 30th, it will be past the 30 days after filing, and then I get nothing. Thanks for your input.

·3 weeks agoThe 30 days is the deadline to open a case. You then have 21 days after the fourth business day to ask eBay to step in. It sounds like you've done both those things. If so there's no limit on how long it takes to resolve the case.

OP3 weeks agoeBay CS explained that I have 30 days from the day I opened the INR. If I wait any longer or allow the case to continue after these 30 days, I have no recourse. Again, this is what was explained to me. I am not doubting anything you state. As an update, I contacted eBay today, and the CS resolved the case in my favor, and I now have a refund. Thanks for contributing and being a positive input on this board.

·3 weeks agoSad to say, but you can never trust anything eBay CS reps tell you. They are woefully ill-informed and usually tell you anything to get you off the phone. You can actually read for yourself all the details on the Money Back Guarantee here.
