If it has been less than 30 days since you received the empty bag, go to your purchase history and click on the Return item button. Select as the reason Was not as described and go from there. The seller will have 3 days to respond to the dispute by sending you a return shipping label. If they do not reply, on the 4th day go back to the dispute which will show on your my ebay summary page open it and ask ebay to step in. All of this is described in ebay's money back guarantee policy (link below)

If the seller messages you asking you to remove the negative feedback, so they can refund or asking if you want a replacement ask ebay to step in. If you still have the empty envelope save it until you get a refund.
In the future avoid buying anything from China, especially clothing which is sized for oriental people no matter what their size charts say.
