Perhaps if you spell out what exactly happened we could give you better answers.
Did you purchase a repair service of some sort Ex; computer, car radio or audio amplifier repair. If you did, they are not covered by ebay's Money Back Guarantee (MBG)
If you purchased a digitally delivered game, operating system, or other program license or code, those can be sent to you by email, but the seller is also required to send you a hard copy of the license or code number with tracking. If you did not receive one you could use the MBG to get a refund.

EBay's Money Back Guarantee doesn't cover services, which is what this is. So the timeframes mean nothing. If you read the policy, services are listed under exclusions.

OP1 year agoHow could this be a service ? Which means there is no cover at all ?

·1 year agoThe seller was providing the service of making dentures. The only thing eBay would require them to deliver is the initial kit. Your only recourse now is a dispute with your payment source.
