Sellers using fraudulent tracking numbers
Back in november I made a purchase on ebay and within the next day or two the item was marked as shipped but no tracking was provided. The day it was supposed to be delivered I messaged the seller and asked where the package was and why there was no tracking provided. They then changed the shipping details to show a tracking number that stated the item was delivered! I immediately opened a case with ebay and within a few weeks had my money refunded because nothing was ever delivered.
Now I'm going through it all over again. This time instead of waiting I messaged the seller [removed by moderator] and asked why there was no tracking number provided. They "apologized" and said they will update the shipping details to show a tracking number and also sent me a picture of a USPS receipt with the same tracking number. I said ok thats fine and then entered the number on the USPS tracking website. What came up was exactly this: 'Tracking is not available for this item. This may be because the tracking number is invalid; USPS has not yet received payment; USPS has not yet received the item; the item does not include tracking; or other reasons.' The buyer had a receipt which meant USPS has the item therefore tracking would've stated that. So they somehow managed to create a picture (ai?) of the receipt which was cropped to only show the section of the receipt that states the destination, price, and tracking, not which USPS location or any other information.
If this is the new norm on ebay then count me out. I can't believe ebay hasnt caught on to these scammers. It seems like theres dozens of "new sellers" with low feedback ratings scamming people, yet I feel like im the only one going through it since like I said it seems like ebay hasnt caught on.
How can I contact ebay before the so called delivery date and let them know that there is a scam already in process?? Why do I have to wait weeks until I have my money refunded? And why isnt ebay doing anything to prevent these scammers from creating accounts??

The issue you had in November, may not be the same as the one you are currently having. Also given the volume of sales and customer service claims that happen during the Holiday season, that could have had a hand in why it took so long for ebay to settle the claim.
As you can see the moderators removed your seller's username from your post, because naming and shaming other ebay members on the community boards is not allowed. What you can do that might help us is to post the ebay item number for the purchase. You can find it in your Order details under the item title.
With that number we can look at the listing you bought from to see if there is a valid reason why the tracking information has not updated past the Label created message.
Two common reasons why a tracking number hasn't updated past Label Created are:
1) The seller is a new or very occasional seller, and may have run into the 21-30 day hold ebay places on new/returning sellers payments. On their account the payment status shows Pending or Processing. So they create a label but do not ship because the status hasn't changed and they do not think they've been paid yet. Checking the seller's feedback profile page can tell you if they are a new or returning seller.
2) The seller is a foreign one who may give a U.S. location, but actually ships from their country. In that case they would use a shipping partner of the USPS for the international shipping, but you only see the USPS tracking number, which will not update until the item reaches the U.S. clears customs and is handed off to the USPS and starts updating. Again checking their profile page to see their country of registry, and if they have negative or neutral feedback for slow shipping or shipping from outside the U.S.
Either way, you have to wait until the last estimated delivery date has passed by a day, before you can file an item not received dispute. eBay should look at the tracking number the seller posted to the Order details. They do not accept one sent to you through ebay messages. If there is no update they may make you wait a few days before making a decision, and that date will appear in the dispute's messages. Once it has passed you open the dispute and click on the Ask ebay to step in button. A refund will be initiated within a day, but may take a few days to show up in a bank account. Or, if you paid with a credit card, it may take up to 30 days for the credit to show up on your card statement, but calling the customer service number on the back of your card may let you know if a credit is being processed.

·6 months agoYou’re getting ahead of yourself. USPS tracking does not always update immediately, and it’s possible that it may take a little while to register the acceptance scan and any more updates.
One day after the estimated delivery date on the original order, you can go back to your purchase history and select that you did not receive the item. If the tracking does not show delivered at that point, you will win that case without any issue. If it does show delivered, but you do not receive anything come back here for more advice.
