You can't rule out failure to respond could possibly be due to the unexpected, such as emergency hospital treatment, arrest , etc.

@jaho_6498,
The seller will not respond to what?
If you asked a question about an item you are considering buying, and they haven't responded, find a different seller to buy from.
If your question was about something you have purchased, in order for us to help you we will need more information.
1) What date did you purchase the item on, and what is the last estimated delivery date for the item to arrive? Has the last estimated delivery date passed?
If your question is about shipping, there is nothing you can do through ebay, until the last estimated delivery date has passed. Do keep in mind that shipping with a tracking number, is not an ebay requirement. Most sellers will use tracking to prevent false item not received claims.
2) Did the item arrive but was not as described?
If the seller hasn't responded to a return request, on the purchase history page use the Return this item button, and select the item is not as described. Doing that will open a dispute, and the seller will have 3 days to reply by sending a return shipping label. If they do not on day 4 go to your My ebay summary page you will see the dispute you filed, open it up and use the Ask us to step in button.
3) If the order was missing items, follow the info in the answer to #2. Do not use I have not received my item or you will lose the dispute. Instead use the item not as described > missing parts or pieces. That includes item you ordered but were not in the package you received.
4) If there was tracking that had a Delivered scan, but you did not receive anything. Come back and tell us that, and you will get the information you need to win a dispute or an appeal. eBay's automated Item Not Received (INR) system, can only look for a Delivered scan and will close a dispute with a delivered scan. You can appeal, but there are things you need to do to win the appeal.
Well, since we have no details... 1) do not buy from the seller until all of your questions are answered and the answers suit you, and 2) do not reach out to the seller if you need to open an automated claim using the eBay Money Back Guarantee. Good luck, whatever is going on.
