Go to your purchase history and click on the Order details box to the right of the listing title. On that page you will see the last estimated delivery date you were to receive the item. If you bought the item from the last seller who left you feedback, I checked the listing adding Peru into the country of delivery box, and it showed a delivery time frame of between August 9 and August 29, to Peru.
Then open the listing. It will show a later delivery time frame for buying the item today, but what you want to do is click on the Shipping Refunds & Payments tab on that page. Look to see if the seller has mentioned their handling time and if it is longer than normal. Sometimes ebay's estimated delivery dates do not always take into account the full handling time a seller has.
If you find that the last estimated delivery date has passed, you can file an item not received (INR) dispute, by clicking on the More Actions button on the purchase history page. That will open a page with the reasons for filing a dispute on it. Select I have not received my item, and follow the prompts from there. You may want to read ebay Money Back Guarantee policy in the link below. I suggest saving or bookmarking it for future use.

Since you are located in Peru, you may want to wait a week after the last estimated delivery date, to allow time for customs processing. You have 30 days after the last estimated delivery date to file an INR dispute.
Once you file the dispute it will appear on your My eBay summary page. if you do not receive a message from the seller within 3 days, on the fourth day you can use the ask ebay to step in button on the dispute page. ebay will process a refund for you, but it will go back to your bank account not into your PayPal balance. If the seller sends you a message asking you to close the dispute or to wait longer. Do not do that. Open the dispute page and ask ebay to step in.

If you don't receive the item, you have 30 days from the estimated delivery date to file a non receipt claim.
