Seller shipped my package to wrong address with the wrong name and wants me to close case for refund
The Seller sent my package to the wrong address with the wrong name. I opened an "item not received" case and now the seller is telling me they can't refund me until I close the case. Do I have to close the case before they can refund me? Seems like I should receive the refund then close the case.

Unfortunately, you have fallen victim of the Fake Tracking scam. A seller sends something usually an envelope or small empty box to an address in your zip code. If you close the dispute the seller is lying, you will not get a refund. What they are banking on is ebay closing the dispute because tracking shows Delivered to your zip code and you not knowing what to do next.
We may be able to tell you more if you post the ebay item number to a reply here. That number can be found by clicking on the Order details button in your purchase history, it should be just under the item title which is below the tracking number.
Once ebay closes the dispute you should be able to open one for Not As Described within a few days. Then the seller will have 3 days to; send you a return shipping label, request the cost of returning the item with tracking most likely to China, Issue a full refund if they do not want the item back.
There are two other ways you can go and they are to file an appeal once the dispute is closed. There will be a button to do that in the message you receive saying the dispute was closed. The second option is to skip the appeal, and contact ebay through one of thier social media platforms, However, you have to gather some info before you do that to win the appeal. It's a pack of lies. Once closed, it can never be reopened. The case will close itself when the seller refunds.

DO NOT close the case! You won't be able to open another one for that item.
The link to ask eBay to step in will appear in your open case about 4 business days after you opened it. IF using that link doesn't lead to a full refund from eBay ... then contact the Fraud Department of your credit card company, explain that you are the victim of the 'Fake tracking number scam', and request a chargeback.

·1 year agoI don't understand. They opened a not received case. If the seller has tracking, the OP will lose anyway. Shouldn't they close their case and open a not as described?

Seems pretty obvious, right. I'm glad your intuition served you well. Either the seller is lying to you about having to close the case or the seller is mistaken (unlikely). When the seller issues a refund through the transaction, that closes the case.

Do not close the case. The seller is wrong. Closing the case tells eBay you are satisfied.
When she refunds, the case closes.
On the 4th day after opening the case, you will be able to ask eBay to step in. eBay will force a refund.
I would stop communicating with the seller and wait for the option to have eBay step in.

Doing so ends the dispute, you won't get a refund and the scamming "fake tracking seller" keeps your money.
What type of claim did you open? If it was INR (item not received), that was wrong. With tracking showing delivery, ebay will rule in the seller's favor.
You should open (or change) the claim to NAD (not as described) because "something" was delivered but it wasn't what you ordered.
The seller will either have to supply a refund (without anything to return) or they'll have to pay for a return shipping label for you to return something.
If you want to, you can respond to the seller that the case will close ONLY AFTER you get your refund. And the refund needs to be THROUGH ebay and has to show on your order, not as a text message. (Some sellers send fake refund notices and you don't really get your refund.)
