Seller scammed ebay
I purchased an expensive coat and the seller would not provide a tracking number after requesting it 6 times.
Then, he provides one that was generated a day before i purchased the item. It was shipped to my town. The Post Office confirmed that it was not delivered to me. Ebay closed my case without a refund because the seller provided a tracking number -but no shipping label

The last reply contains some good info but ittybitnot should have told you to click on the Go To Best Answer button to see their reply without searching for it.
If you have not filed an appeal to the dispute you filed and lost. There should be an Appeal link in the message telling you the dispute was closed in favor of the seller. To win the Appeal You should try to get the info from your P.O. as suggested but to have a better chance of getting it follow the steps below.
When you to go to your P.O., You need to bring a copy of your order details page which shows your address and the tracking number with you. If you bought using a phone or tablet, you can bring that to show the clerk the order details. You want to ask the clerk to check the label address against yours on the order details page, and also to check the Package type/size/weight info to see if was is appropriate for what you should have received. If you can look up the Mfr.'s specifications for the item and bring that with you as well.
If the info does not match up, you ask the clerk or Postmaster to write a note on USPS stationary saying in general that the shipping label's address was not the same as the one on your ebay Order Details page, and if applicable that the package type/size/weight was not right for what you should have received. Do not ask them to write specific address or package info, they cannot give it out. Have the clerk or Postmaster print their name then sign and date the note. If they won't write the note Ask the clerk to give you the GPS location of the Delivery on USPS stationary, l and hold on to it.
With a note, you can then Appeal, and add a CLEAR photo or scan of the note to the appeal. That should be enough to win the Appeal and get a refund. If that doesn't work then post the info on one of ebay's social media sites and add a scan or photo of the note.

USPS Informed Delivery, FedEx Delivery Manager or UPS My Choice
The info they provide can provide info that will win an appeal.

This is nothing new. Been going on for over a decade here.
Any time you file "item not received" with eBay and there is a notice of "delivered" to your Zip Code you are going to lose EVEN IF THE TRACKING INFORMATION IS NOT RELATED TO YOUR PARCEL . Please read here, message #6/accepted answer for your choices on what to do. Just get "Item not received" out of your head, since no matter where you file it, you are going to lose using that reason.
