Seller no longer registered, but the item is shipped and has valid tracking
I bought a graphics card from a seller a couple of weeks ago. The price was unreasonably low; the listing looked like a scam honestly, but I bought it anyway. I asked the seller when the item was expected to ship and to my surprise, they actually responded: it was around 3 days. The item was said to be shipped from California but instead, the seller posted a China Post tracking number. It was expected to arrive on the 12th of August but there was no way it would arrive that quickly since it was shipping from China. At the time of writing, the package has still not been delivered but the tracking info shows that it had arrived in the US on August 23rd. I tried to contact the seller about the arrival date but their account was no longe registered. What should I be expecting in the mail? Should I even be expecting a package?

If you bought the very low priced card hoping to be protected by the Money Back Guarantee (MBG) that was not a smart thing to do. Don't you think scammers know how to get around the MBG policies so they can keep your money, otherwise what would be the point?

The 12th of August time frame would have been correct if the item had shipped from the California location. If you file an Item Not Received (INR) dispute, because of the tracking ebay may extend the time frame that you have to wait beyond the 4 days, you would normally have to wait, before you could ask them to step in. They will give you a date that you can ask them to step in though. Where in the U.S. did the tracking say the package was? What usually happens is the package arrives in the States, is processed through customs and is handed off to a domestic shipping partner USPS, UPS... for final delivery.

The seller may have sent an envelope or an empty small package. However, what ever was sent, was probably not sent to your address. Scammers know that as long as there is a Delivered scan, the MBG's automated INR system, will decide in their favor, because the only info it can look for is a Delivered scan, it can't access the delivery address.
I do not have any experience with this, and do not kno0w if it works, but but some have replied to similar topics, that you can file an Item Not As described dispute, because the listing said the item location was supposed to be in Ca., but it shipped from China. If you file a not as described dispute there will be a text box you can use to give information. Keep it simple. Ex: this item was supposed to be shipped from Anycity Ca. However, the tracking originated in China using China Post as the shipping agency. add the tracking number. You can add images to the dispute, one should be a screenshot of the shipping and item location from the listing, another of the tracking information.

·2 years agoBecause the seller is no longer registered @jyt455 you need to make sure that you don't get a refund. It doesn't matter where the tracking is now, but it is guaranteed to show Delivered because the seller would not buy a tracking number for it not to show that it was delivered: That would be such a waste.
To do that and make sure you won't get a refund, start an Item Not Received refund request now, since it's already 15 days past Aug 12th, the latest estimated delivery date. Just look for the item which is missing on your Purchases page -- it's missing now because the seller is no longer registered, so eBay has removed the item.
But look for it anyway to click More action > I don't get any, start that INR request -- despite the seller is no longer registered, you will find that eBay still allows the deregistered seller to resolve ensuing cases and to click Ask eBay to step in -- and when your case closes because eBay ultimately sees that tracking shows delivered, you won't get a refund.

·2 years agoIf the last estimated delivery date was Aug. 12 you need to open an item not received case now. If you receive anything it won't be what you ordered. Go to the item in your purchase history and select 'I didn't receive it' under More actions. Ask eBay to step in on the 4th day and get your refund. And in the future remember that if it looks too good to be true it almost always is.
