Seller never sent out package. EBAY does not do any research on disputed orders EBAY LIES
I bought a product on ebay. Seller would not give me a tracking number after asking multiple times.
Said he shipped it?? No tracking and after 3 weeks miraculously he said it was delivered. It was not.
He gave ebay a tracking number from fedex after he said it was delivered. Search with the tracking number he presented and it shows a random hallway with some boxes in the picture. Could not be what I ordered because what I ordered was very large.
Fedex said my address is not connected to this delivery.
I send is a contested delivery and Ebay said they did believe the sellers info.
They did not investigate. Seller seems to know how to beat the system.
Reaching out to ebay is impossible and they don't care about the buyers.

Yes, it is a common scam here. Any time there is tracking that shows "delivered" of something to somewhere, you will lose any eBay claim for "item not received". It fools the eBay bots, and the regular customer service reps you get in call back or chat are typically not able to assist you. eBay does require a written notice from the carrier attesting to the fact that the parcel was not intended for you. (You do not need to know where the parcel was actually delivered.) Since the "written" requirement is often difficult or impossible to obtain, the eBay Money Back Guarantee will be a FAIL. The poster @mudshark61369 has some tips on how to obtain the documents you need. You may wish to contact eBay through one of their social media portals. You can explain your issue, supply some basic info regarding the transaction and what has transpired, and ASK what documentation they want. There is a small chance that your seller has already been kicked off eBay, and you many not have to do anything else for your refund. See the blue message button here:

If you get turned down again, you can go to PayPal if you paid that way and file a claim. DO NOT PURSUE THIS AS AN "ITEM NOT RECEIVED" issue or you will lose again once they send the notice to eBay. THINK FAKE TRACKING SCAM instead. PayPal has a new choice in their dropdown menu "shipped to wrong address", but there is little information as to how that is working out so far. Do not do this until eBay has thrown you under the bus for good.
If that fails as well you can go to your credit card company and file a chargeback. Again, pursue this as FRAUD/Fake tracking scam, or eBay will respond with the same phony delivery confirmation and you will lose here, too. It is important that do not file these claims all at the same time.

What kind of feedback does your seller have?
You can avoid many fake tracking issues by choosing to only do business with experienced sellers that have a proven track record of delivering similar items as seen by examining the seller's feedback page, and by avoiding inexperienced sellers, sellers with patterns of negative feedback indicating serious problems, or sellers with large gaps in the selling history or recent drastic changes of seller behavior.

File mail fraud.
Once you have those, use them to appeal the case.
