Seller misconduct?
I have had multiple occasions recently where a seller reports the item actually is not in stock and since they can't find it, they offer to refund the purchase. Of course, they report it as Buyer Request, but they do refund the money.
Does anyone at eBay monitor these situations?

@cpl_hicks,
Do the sellers also ask something like; you can wait X number of days until it is back in stock, or we can refund you? If you reply that you do not want to wait, then you are basically asking them to cancel. The proper reply to a question like that is; I expect to get the item I ordered within the time frame given on the listing.
The majority of sellers who try to trick people into cancelling are located in or drop ship from China, to try and avoid getting defects on their account, or receiving negative feedback. So try not to buy from them as much as possible and no matter where they say the item is located always check feedback profile pages.
If you use the link given by @itscalledapostingid ,
On the first page use the blue Report seller button.
Next page select seller has violated an ebay policy > Continue
Next Pg. enter the seller's username, select Other, then in the text box write.
"The seller messaged me saying the item was out of stock. Instead of automatically refunding me they sent a trick question, so they could claim I cancelled the transaction". Please check my messages".
