Seller misconduct
Seller in addition to not shipping to winning bidder lied saying "buyer requested to cancel bid i didn't. "Buyer requested to cancel purchase i didn't arrogant ignorant seller should be banned from ebay. It's been reported so we shall see me as seller and buyer

Did you check the seller's feedback profile to see if they have feedback as a seller or if they have not sold anything in over a year? If the auction was listed with a very low starting bid price, that's often an indication of a new or inexperienced seller, not an arrogant one.
They could have had a fair number of feedback and even a 100% rating but all for buying not selling at least in the last year, which is just one reason you should always check each seller's feedback profile before buying from one.
If the seller is a new or inexperienced, they often take ebay's poor advice to: "Start auctions at a low price, To encourage bidding", which rarely works out well for them.
If this was their first sale ever or in over a year, chances are they also ran into ebay's 21-30 day hold on payments, that they place on all new/returning sellers first few payments. That could be why they did not ship, and chose in appropriate reasons for cancelling the transaction. They kept seeing your payment status marked as Pending on their account so they did not think the funds were there. If you messaged them about shipping they may have taken the message as an attempt to scam them somehow.
Reporting the seller will not necessarily get them banned. They will get a defect on their account and have to pay the final value fees for the transaction. If they are new they may have to wait longer before the payment hold is lifted from their account as well.
