Seller did not deliver and doesn`t answer my messages. Ebay`s call center neither

I ordered a perfume back in February and it was shipped via Amazon Shipping. First time I see this with Ebay. So Amazon shipping said it was delivered to my courier, but when I checked it said it wasn`t. So I messaged the buyer in Ebay they provided an automated message and I sent them a proof of no delivery that my courier gave me. I buy through a courier to buy things from the USA and then to my home country. Now Ebay does not allow me to open a request because this was back in February, the buyer has not answered my messages and when I ask the chat bot it says someone will call me in 20 min and nothing. Any ideas how I can contact ebay through phone or via email? I was still charged by the perfume but it never arrived. Appreciate the help, thank you.

When you use a freight forwarder, it voids your MBG.

Open a case with your payment source.

No, using a freight forwarder doesn't unilaterally void the Money Back Guarantee. The package is covered by the MBG until it's forwarded. So if there's not tracking showing delivery to the freight forwarder it's covered by the MBG. The specific exclusion in the MBG is "The item was sent to another address after original delivery".

In the case of the OP it seems to be a case of it being past the 30-day deadline to open a case.

Is this 'freight forward'? from USA to your country? And I see your eBay ID saids USA and not your country.

Once item is 'delivered' to USA address...it is delivered.

And this was 'perfume'...which is a liquid and a 'hazmat' item which maybe another reason for it missing.

Are perfumes listed as 'hazmat' items? That's news to me! They might be consideredbhazardous if the lady behind you at the play wears too much, but as for other hazmat issues I doubt if they have to include an MSDS when shipping, doubt if they are flammable, certainly not corrosive or poisonous if inhaled/swallowed.

If the TDG rules have changed since I retired, classifying perfumes as hazardous materials opens up a whole new can of worms - the same can of worms suppliers of alcohol-based medical treatments and hand sanitizers had to go through.
