Seller charging for high express delivery but items have not arrived. Please help. | Buying

Hi guys, Recently, I've purchased a small car part from a US ebay seller. I've requested a priority express mail from California USA to Malaysia. The seller said he will use USPS Priority Mail and it costs $110 and it will take 5-7 business days in the message. However under the tracking, it shows delivery over 1 and a half months. I asked the seller why and they said they could not anticipate if they'll be any issues with clearing customs. I purchased the item on the 14th May. It is now over a month, the tracking shows that the item is still in California, and the seller has not responded to my messages. Technically, the tracking shows I should receive the item by 11th July so I am unable to make any complaints. I suspect what the seller has done is charging me a very high price, calling it a priority post, but in fact they used a normal post. How do I contact ebay to look into this for me and refund me the high priority postage fee I was promised but they used a cheaper and longer option? Any advice? Your help is appreciated! Thank you!
