Seller cancelled the sale saying I had requested that the sale be cancelled but I didn't ...
I recently bought a book on a BIN ... I paid immediately witrh PayPal ... next day I get an email from eBay saying : Order 17-10847-28074 has been canceled - the seller had to cancel your order due to the following reason: Buyer asked to cancel the item(s) in this order.
I have NEVER asked for a sale to be cancelled ... the seller did it on his own ... he has relisted the same book for twice as much ... do I have any recourse here ...

eBay cannot force the seller to complete the sale but by reporting them two things will happen. The seller will get a defect on their account, and they will have to pay the final value fees for the cancelled transaction. If you use the link posted by ebooksdiva, use the instructions below.
On the first page use the blue Report seller button.
Next page select seller has violated an ebay policy > Continue
Next Pg. enter the seller's username, select Other, then in the text box write.
"The seller used an invalid reason for cancelling the transaction. Check my messages I did not request canceling the transaction. The seller selected that option to avoid the cancellation fees, and has since relisted the item at a higher price".

You can report the seller citing they didn’t intend on completing the sale
