Seller cancelled order by eBay message, but not cancelled order so I can get refund
Summary: member9765228 described an issue with a seller who claimed an item was faulty and requested cancellation, while the order status remained 'awaiting shipment' and the item was still being sold at a lower price. eburtonlab explained that the seller might be attempting to avoid a cancellation defect and advised how to report such behavior on eBay. eburtonlab also warned about identifying potential drop-shippers. mudshark61369 suggested checking eBay's respective regional site policies and seeking guidance specific to the location for addressing seller violations.
I purchased an item a week ago, and today the seller sent a message saying the item was faulty and they have cancelled the order.

Order status: Paid
Order number: 19-15140-23436
However when I check on "My Ebay" under purchases the order is awaiting shipment and has not been cancelled.
Also I note the seller is still selling the same item (at a much reduced price!) item 398340628258.
I am concerned that this is a scam of some sort and would like to get my money back as soon as possible.
It appears I have to wait for a few weeks until I can notify eBay the item has not arrived. Is there a quicker way to do this?

·3 weeks ago@member9765228 ,
You posted about your issue on eBay's U.S. based site's community ebay.com . While here, there is a way to report sellers who are violating ebay's policies, which your seller is doing, how we do that may be different on the U.K. Based site ebay.co.uk
I suggest that you login to your home site or click on the link above, and ask how to report a seller who is trying to get you to cancel a transaction so they do not get a defect on their account and have to pay the fees for the sale they are not willing to fulfill. You may also want to ask members on that site how to spot China based sellers who are Business sellers in the U.K. as well.

·3 weeks agoThe seller has not cancelled; the seller is asking for the buyer to cancel so that the seller can avoid having to cancel as "out of stock" and getting an account defect.
If the seller cancels for an inappropriate reason (such as "buyer requested" or "problem with buyer's address") the seller can be reported to eBay:
https://www.ebay.com/help/action?topicid=4022
If the seller neither cancels nor ships, the buyer can file an "item not received" case starting the day after the last estimated delivery date. If the seller still does not cancel or provide tracking that shows delivery, after three business days, ask eBay to step and and force a refund.
Buyers should consider avoiding sellers that appear to be drop shipping.
It may not be possible to always identify in advance those sellers who drop-ship, but it is possible to identify some common characteristics of illicit retail drop-shippers or other under-performing sellers, and thus avoid the worst of them.
Often they can be spotted by a combination of low feedback number, free shipping of heavy items where it would not be profitable to use retail shipping, use of stock photos, high handling time (not necessarily if they are using Amazon or Walmart, though), poor feedback received with complaints of delays and wrong items or out of stock cancellations, very odd item selection and/or quantities like items were chosen at random from a catalog, canned item descriptions scraped from another site that exactly match many other similar listings, differences between registration location on the feedback page and item location (or vague item location -- like "US, United States"), or inability to answer even basic questions about the items being sold.
