Seller bluntly lied and refuses to make it right

I purchased a broken MSI monitor from an seller on eBay for about $46. I admittedly overlooked that the listing was local pickup only, but I contacted the seller immediately after noticing and explained that I was in California and nowhere near the pickup location. I asked them to either ship the monitor or cancel the order. The seller agreed to ship it, and I was willing to cover the shipping cost.
To make things as easy as possible, I purchased and sent them a USPS shipping label and provided my eBay pickup code. I had also opened an Item Not Received request, but the seller told me I needed to close it before they could proceed, so I closed it in good faith. On August 5, they specifically told me, “We will ship this out today.” Nothing happened. After I followed up again, they told me on August 10 that it “will get shipped.” Again, there was no shipment, tracking movement, or meaningful update.
After nearly two weeks, I had done everything possible on my end: paid for the monitor, paid for the shipping label, provided the pickup code, closed my case at their request, and repeatedly followed up. At that point, this wasn't about $46. I genuinely would not have cared if they had just told me straight up from the beginning, “The listing is pickup only. That's our policy, you missed it, and you're out of luck.” Fair enough. It was my mistake for overlooking the listing terms. I would've gladly, fucked off, and even let them keep the item and the $46 rather than waste nearly two weeks chasing them for updates. The problem is that they didn't say that. They agreed to ship it, accepted the label and pickup code I provided, had me close my Item Not Received case, and then repeatedly told me it was going to ship without actually shipping it.
I finally asked them to cancel. Due to an eBay messaging glitch, my cancellation message was sent twice, and the seller separately responded “okay” to both messages. That was the entire response. After nearly two weeks of delays and broken promises, two one-word replies came across as extremely dismissive, rude, and low-effort.

You made so many mistakes and whether the seller is a thief or not isn't really the issue at this point.
Instead of inconveniencing a seller who clearly didn't intend to ship the item, you should have just asked to cancel.
Buyers need to READ and understand what they're agreeing to before they make purchases.
Your offer to cover the shipping cost was the right thing to do but the seller should have canceled the sale and relisted the item with shipping. Then you would rebuy it.
Wrong way to handle the label. And what would your ebay pickup code do for the seller? How does that fix your initial error of buying something that offered local pickup only?
Why would you have opened INR?

Or Not agree to ship.
I can accept both. I was totally willing to just have them keep the money and relist the item. But they clearly told me they were able to ship.

This seller is not a responsible seller at all. They should've just refunded you with the understanding that you aren't local.

The USPS gives you up to 60 days from the print date to file for a refund for an unused label purchased from their site, but after 30 days from the print date you have to call their customer service first. If you bought the label online from Pirate ship, Pitney Bowes, eBay, etc., you only have 28-30 days from the print date, to file for a refund.

You will need to go to your payment source - CC and file a dispute.
You may not be able to get your money back on the shipping label BUT you can try to cancel the label. USPS allows labels to be canceled up to a certain date AND as long as they have not been used.

You are fairly new to ebay according to your profile, and most of your feedback is for selling. Still as a seller you should know how ebay's Money Back Guarantee (MBG) works. When you closed the dispute you gave up your MBG protections.
Did you check your seller's feedback profile before buying from them? It could be that though they have a fair number of feedback, they are new to selling, and did not know about the payment hold ebay places on new or very infrequent seller's payments. Most new or infrequent sellers do not know about the hold or what they have to do to get the funds released. Many make excuses, do not ship, and stop responding to messages. If you check their profile and see this may be the case, try messaging them again and tell them if they didn't ship because your payment is marked as pending on their account to do a Google search for;
" Payments on hold, ebay " if they do that they may ship the item. if you do not hear back from them and you paid with a credit card, file for a charge back with your card provider.
FYI. There are 3 things you need to do.
1) Always read every thing on a listing page, you didn't and that's why this happened.
2) Always check a seller's feedback profile no matter what their feedback percentage is
3) Read the terms of ebay's MBG, it overrides your no returns/refunds policy.
