Seller accepted offer but then…
I get an email saying the countered with price less than my offer. I also have the email from EBay saying my item is on the way and my card was charged. Confusing.

When you are required to put up a payment source in order to make an offer, AND the seller accepts, your account will be billed and the item paid for right away. Your payment options will be limited, and should you make an offer on more than one product that is accepted, you will be billed separately for each one at full shipping cost. The ability to combine items for one shipping price is removed.
If the seller sends you a counter offer, you will not have an accept button. If you want the item you have to pay for it. It is the same as when the SELLER SENDS you an offer. Pay then if you want it, or send a counter offer if allowed.
If the seller "accepts" a counter offer, you may not get any notification. You have to pay for it in order to get the product. You cannot combine multiple items for one shipping cost, as each requires a separate payment from you. Auto-billing will NOT occur with offers a seller sends, nor counter offers they accept.
eBay enacted these procedures to counteract a supposed non-paying buyer problem instead of sanctioning those who don't pay. It changes all the time, as it worked better at discouraging BUYERS THAT DO PAY. Buyers do not like losing out on the opportunity to combine multiple items to save money, nor being treated as deadbeats right out of the gate.
