Unless you went through the process of getting a call back from ebay, you never spoke to any one connected with ebay. If you did get a call back, they gave you bad information. As a new member with no buying history yet, there is a limit on how much you can spend and/or on how many items you can buy at one time. Unless the item you want to send an offer for is very expensive, you may not be able to send offers if you have not given ebay a payment method that can be used to automatically pay for items you made offers on, if the offers are accepted.
If you do a Google search for " New buyer limits, ebay " you will see the link below. However read the A.I. info on the page that opens, which has info in it that used to be included in the link.
Just so you know the Open transactions mentioned in the A.I. article are Offers that were sent but not accepted, declined or responded to by the seller for 24 hours. Bids you have placed on auctions that are still running. Items you have committed to buy but have yet to pay for. You have a rolling number of 4or5 Open transactions you can have at onetime. Once have an offer accepted and paid for, Win an auction and pay, or have an offer declined, lose an auction it goes back into the number of open transactions you have to use.

OP6 months agoWell, it was a callback. And the first person I talked to when I gave him the wrong email had no problem lifting the restriction. This last guy did not seem to make sense with what he was saying. But I will see if I get a response from the seller.

The reps you get call backs from work for a 3rd party call/chat center, and they are known for not giving out good information if they do not understand a member's issue or they can't find it in the play book they reply from. They have no power to change a policy like the new buyer limits or resolve payment issues.
Asking a seller to change the price of a listing because you cannot make an offer, will not work and will likely result in them blocking you from ever buying from them.
If you have problems using the site, come to these boards for help. Most of us here are very experienced buyers and sellers who know the policies.

OP6 months agoI finally got oh hold of a live person. He said since my account was new and had no buying history, I could not make offers to buy. I had to use the buy now option. He suggested I go to the buyer and put the offer in the buy now area and that way they would accept the offer. Yes I never heard of this either but that’s what I am trying. Thanks for the feedback.

OP6 months agook. Brought and iteam on eBay. Tried to pay for it. It will not let me confirm the payment. Foun out for some reason my account got blocked. I know this sounds dumb but I somehow got sent a message from eBay sending me a number and security code to get someone to unblock the account. Which he did. Unfortunately I gave him my wife’s email for eBay and it then unlocked here account. So I am trying to get back in touch with eBay to talk to someone again. I have brought the iteam but can’t pay for it. Thanks

If you are attempting to buy and are getting a message that you cannot buy from that seller, you don't need a security code. If a seller blocks you, they do not want your business. You need to buy the item from another seller.
If you are talking about your actual eBay account, like not being able to log in under a certain account, that's another matter. Please clarify what is going on.
