Scammed/defrauded by seller + seller ebay acct account no longer exists.
Seller's ebay account no longer exists. Assuming that other buyers have made fraud complaints on seller.
Seller basically used an Amazon order's UPS tracking inputted into eBay to show 'delivered', however to a different address and person. I have initiated item never received and waited the 3 days for ebay to step in. I have clicked on the blue 'have ebay step in' however, no prompts. I have started a fraud claim via Paypal and ebay closed my case and it looks like case cannot be opened until a supervisor or subject matter expert can intervene. Issue is that the UPS manifest and the seller's account is non existent.
I don't understand why ebay cannot use due diligence to verify legitimacy of tracking number.

I haven't had to involve PayPal in a dispute of any kind in a very long time, though many who have had issues resolving fake tracking through ebay, report having success using them. PayPal does have a community like this one where you might be able to get help. You may want to tell them how you received the "manifest" shipping label information. If it was through an email that you took a screenshot of, did you include the Domain information, so one of their reps could verify the origin of the email?

Hopefully, when you filed with PayPal, you chose "Shipped to Wrong Address" and NOT "Item not Received".

Paypal denied my case 6 times and closed my case. They are offering what ive paid in terms of a wallet credit that has an expiration date of 6 months. This process has left a bitter taste in my mouth ('... in favor of seller'), albeit i get my payment back in form of a expires in 6 months credit.

Well that certainly sounds like a "new procedure". Perhaps it is a function of the seller being Naru'd (no longer a registered user). All the same it is quite interesting.
When you originally filed with PayPal, did you choose "item not received"?
The "INR" component seems to be a problem with most all the buyer victims of this scam. The process is automated, and if there is a recorded 'delivery' associated with the order or product (even if its fake) it is eBay's procedure to simply DENY. If a victim should seek redress with PayPal or their credit card company, and stick with the INR reason, the claim will be submitted to eBay, who responds with the same FAKE tracking, and the victim loses again.
eBay provides no procedure or policy regarding this issue for the victims, and they don't seem to mind that their Money Back Guarantee becomes a FAIL. This problem has been going on now for over a decade, and I would guess eBay's game of denial has served them well to save money. EBay indeed knows about this, PayPal knows, credit card companies know, and so do the carriers USPS, UPS, FedEx, etc.
That was why I was glad to see that PayPal had apparently "manned up" with their new choice of "shipped to wrong address". It is relatively new, so it is interesting to learn how it functions in order to advise others.
Thank you for your contribution to the discussion. Now wondering if your "credit" is good anywhere PayPal is accepted or if it even works at all.

·2 years agoSince you opened a case through Pay Pal, it closed the Ebay case and there's nothing else Ebay will do.
For the Pay Pal case, get a letter from UPS stating that the package was not addressed to you and submit it in the Pay Pal case.

You cannot use the ask ebay to step in button until the 4th day after filing, without a response or an appropriate one. Usually, a date is given in the dispute that tells you when you can use that button. If your dispute had been turned down, you could have filed an appeal, and because the seller was removed from ebay, you would have won it.

Your dispute was closed by ebay, because when you opened a claim with PayPal, you gave up your ebay Money Back Guarantee (MBG) protections.

The reason why ebay cannot access the info from shipping agencies tracking information, is because of their privacy policies. They will not give you, the supposed recipient, the actual delivery address on a shipping label, and since ebay is neither the sender or recipient, they are not allowed access to it either.

Had you checked the seller's feedback profile page, Before buying from them you might have been able to figure out that they were not a reliable seller, by clicking on the numbers of negative and neutral feedback the seller had received, to read only those comments.
