scammed
I bought a car on Ebay and the scammer selling car was thrown off Ebay. Now he started a new account and has car listed again. I want to warn Ebay but can't get ahold of them. (Very hard)

"I bought a car on Ebay and the scammer selling car was thrown off Ebay."
Did you actually find the car listed on ebay, did the seller ask you to pay with eBay gift cards?? If those things happened, then you bought from a scammer as soh.maryl wrote. If the seller wanted you to pay before you inspected the car, you never do that.

If you actually do see a listing for the car on ebay, the other scammer, may have used that seller's photos in their scam ad. Scammers from other sites often use photos from listings found on ebay, Market Place and other online sites that have vehicle listings.
Sellers cannot just close ebay accounts, and there is more to starting an account than you think.
If a seller is removed then there is still protections, if you read the terms of ebay's Vehicle Protection Program (VPP), to make sure the car was covered by it. eBay Motor listings do not have the same protections as regular items that are covered by the Money Back Guarantee.

Was this car actually listed on eBay with an eBay item #? Can you give us the item #?
Or did you find it on another site and were told that the sale would go through eBay?
How do you know he started a new account?
PS: On reading the feedback you've left for sellers, it would appear that you have had several bad experiences. Are you aware of the Money Back Guarantee?
When you received items that were not as described, did you or did you not use the MBG to be made whole?
If/when you don't receive your purchase, the MBG covers that also.
