@loufen83,
If the there is no tracking showing that a shipping agency has received the package, the previous reply would be how to get resolution. If there is tracking showing the item is on its way, ebay will extend the time before you can ask them to step in. Do keep in mind that ebay's estimated delivery dates can be affected by various things like weather events, shipping and customs delays. Those dates are not set in stone and you should give purchases from other countries a few more days to arrive before filing an Item Not Received (INR) dispute.
If the seller did upload tracking that received a Delivered scan, but you did not receive the item. That is a scam that ebay's system has trouble dealing with. Because you are located in the U.K. to find out how to deal with that, it would be better for you to post your issue on ( ebay.co.uk ) your home site's community.
This is the U.S. based site (ebay.com) and how you get the information needed to win an INR dispute or an appeal if the initial dispute is closed in the seller's favor, may differ from the steps we have to take, because of shipper's privacy policies and what info ebay can access.

Their profile isn't available.
Go into your purchase history, find the item that you haven't received, there is a dropdown menu on the right, it will say MORE ACTIONS. Click it to find "I Didn't Receive It". Click on that and follow the prompts. Your seller has 2 business days to upload tracking into the case or refund, if by the 3rd business day the seller doesn't respond or refund. You can go back to the case to click on ask eBay to step in.
