OP3 years agothey already refunded me the total price so I guess something was up with the shipping company, it was for a small novelty keycap for a keyboard so nothing major, thank you for all the insight tho!

First check your order details page to make sure your address is complete and correct. If it is and you see a tracking notice that says incorrect address, or sender requested return. Chances are this is a variation of the fake tracking scam. The seller changes or omits something from the shipping info so the item is returned, or they recall it using a fake reason. You are going to have to go to your local P.O.. Bring a copy of the order details page, or if you used a phone or tablet to make the purchase, bring that with you as proof of you being the recipient and the correct address being on the order.
Ask the clerk to check the shipping label details for its address and package type/size/weight. If any of the information does not match the order details info, or if the return to sender was requested by the seller, ask the clerk to write a note saying that on USPS stationary. They cannot give out specific info about the address or package but they can write in general that the info did not match what was given on the order details page. If the sender did request returning the package have them write that and the reason why they requested the return if that info is available. Have the clerk sign and date the note.
If you try to file an item not received (INR) dispute through ebay, their automated system will deny the claim if it shows incorrect address on the tracking info. The only info their system can access is the last tracking update, because of USPS privacy rules.
When you open the dispute it will appear on your My ebay summary page, if the dispute is closed in favor of the seller, there will be an Appeal button in the dispute. When you click on it you can add a Clear photo or a scan of the note to the appeal. That info should be enough for ebay to overturn the original ruling and to issue a refund.
In the future before buying from any seller but especially ones from China check their feedback profile page and click on the numbers of neutral and negative feedback they have received to read only those comments. Never go by a feedback percentage alone. 98.3 and 96.2% ratings are poor ones for a seller to have.
