Resolution Center offers no possible option for resolution
I purchased an item from Ebay. After about a couple of weeks, I messaged the seller about status. The seller said he didn't have item and had forgot to delist it. I selected cancel order and messaged a request to cancel. No response. I reported the listing, and Ebay's email said their AI found nothing wrong with the listing.
Then I get an email saying: The seller has refused to cancel this order. So the seller has stolen my money, and Ebay's AI blockade prevents any option for resolution.
I go to the Resolution Center page on Ebay and click on: Reporting an item or issue with a seller.
That takes me to a page where the only option is for me to send a message to the seller again...
Has anyone found a way around Ebay's roadblocks, to actually get Ebay to step in?
Thank you.

You must wait until the latest estimated date of delivery has passed before filing a Refund Request according to the Ebay Money Back Guarantee.
Go to your Purchase History and click on Order Details next to the item title to see if the latest estimated date of delivery has already passed.
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
If the seller does not respond to the refund request, after 3 business days you can ask Ebay to step in to help you.

You'll have much fewer problems resolving issues on eBay if you acquaint yourself with eBay's Money Back Guarantee:
