Refund for global shipping fee
Hello.
I am trying to figure out how to get eBay to refund the global shipping fee for an item-not-arrived case.
I won a listing for an item that was supposed to be shipped to me via eBay global shipping. The item did not arrive, so I contacted the seller and he suggested to send a replacement. I waited, nothing. I called the seller again and asked for refund. He agreed, but the refund was partial. The seller claimed that global shipping fee goes to eBay, and they should refund. I opened an item-not-arrived case, and asked the seller to help, but nothing happened. Today, I got an email from eBay that the case was closed after 21 days..
What should I do to get eBay to respond?

·2 years agoI always pay for eBay purchases with a credit card through PayPal.
If I get a partial refund for an item not received, I file a dispute here within 180 days (6 months) to get the rest of my refund. And if that fails, I file a chargeback with my credit card issuer to get the remainder of my refund.
Did you use a credit card @yossim1965 or at least pay with PayPal?

I contacted eBay through facebook as suggested above. They were quick to respond. However, as expected, the response was that if the case was opened more than 30 days after the expected or estimated delivery date, than eBay will not cover the transaction, and it is up to the seller to decide about refund. In my case, the seller had to issue with the refund and took responsibility for the "item-not-arrived" case, but eBay will not refund the global shipping fee.
This is really frustrating, but I am not going to continue the effort with eBay.
I highly recommend to everyone that as soon as delivery date is passed, and item still not arrived, open a case. Don't wait.

·2 years agoIt might be too late, but your seller would need to cancel the transaction for the funds to be returned to you. Just issuing a refund of the item+shipping to the export center won’t do it.

·2 years agoThat's really ineffective. Shipping delays do occur and merely opening the case for not received harms a seller. It doesnt matter if the item is delayed, you open the case, and item is delivered next day. You have already done damage to the seller's account. Not to mention, you will likely upset the seller and they will likely block you. Sellers expect buyers to be reasonable and have some patience.
There is a full 30 day time window for opening cases. You have 30 days from the last estimated delivery date. Thats a lot of time to be patient and still be covered. The coverage is also extremely good, you just waited way too long and didnt take the correct steps, your inaction caused this unfortunately. So your knee jerk reaction is to file immediately which is harmful in its own way.

You are right. I have no intention to cause harm to sellers. I have been always very patient (maybe even too patient..). It is just that eBay has these strict rules, and fails to take responsibility for eBay's own mistakes. On one side they collect the global shipping fees directly from the buyer, and then they refuse to refund just because of the 30 days rule (which I didn't know about).
BTW - a simple buyer (like me) have little knowledge about all these eBay rules..

Once I hear back from eBay, I will update the forum.

·2 years agoYour case was closed after 21 days because you failed to go back and ask eBay to step in. Now that the case has closed I don't know what the mechanism is to get the refund of shipping fees. I suggest you contact eBay through one of their social media pages. The CS reps there are more likely to be able to solve the problem.

·2 years agoWhat was the delivery period of this item? If it is within that - you are stuck waiting. If you have already been issued a refund, that alters the terms of the purchase. It also makes a case complicated. ebay believes you negotiated a resolution to the transaction. You will have to deal with ebay directly as the seller attempted to close the issue with you on said partial refund.
As to refunding shipping - Seller is correct. They collect the shipping from the buyer & ship item to ebay afterwards. It is 100% their responsibility in terms of a refund to refund both all money collected. However, the shipping for the international shipping program is a secondary charge & does not ever get collected by the seller. That you need to seek through ebay. I have yet to see a mechanism in place to request that from ebay. I can only assume that ebay refunds it if a full refund becomes issued through a normal case filing.
