Somehow you have been directed to the U.S. based site's community, and we would not have a phone number for the U.K. site if it has one.
You need to post your issue on the ebay U.K. site's community to get the info you want.

I would suggest adding more details about your problem to your message.
When you bought the item, and when it was supposed to arrive
Did it arrive or not, if it did was it damaged or not as described.
Was there tracking saying Delivered, but you did not receive it?

·3 years agoYou're asking your question on eBay's US Board, but probably this process is pretty close to the same in the UK.
First, have you read eBay's Money Back Guarantee for buyers? It offers very good protection/help if/when a transaction goes wrong and there is no need or reason to actually speak with anyone.
As a buyer, did you not receive a package? If the last estimated delivery date has passed by at least 24 hours, you can go to the item listing in your Purchase History and click on "item not received" and follow the prompts.
As a buyer, did you receive it, but it's not as described? Go to the listing in your Purchase History and open an "item not as described case".
