Refund?
Hi, a seller has an item that I'm interested in, but he has zero feedback. The only picture of the item is blurry and very hard to see the condition. I have asked the seller to send more pictures. He said he would, but it has been 3 days & I have received nothing. Item states sold "as is". Normally I would just move on as this seems sketchy. But item is somewhat rare. If I do pull the trigger on this, will I be eligible for a refund if item is severely damaged? Thanks

The biggest issues with new sellers is most do not know about the 21-30 day hold ebay places on all new or returning seller's first few payments, so they do not ship, and knowledgeable buyers have to talk them through the process. If the seller has listed the item as an auction with a very low starting price they may not want to sell the item if it only gets a few bids. If you pull the trigger and the seller doesn't ship within their handling time, message them and tell them to do a google search for '' Payments on hold, ebay ". then they'll get the info needed to ship.
Many of them do not realize how much clear photos means to a listing, They may not even realize how more blurry a blown up image looks, especially those who use a phone to take and view photos. Newbies may not know how to attach photos to messages either. Even experienced members are having trouble posting or responding, with the new look ebay messages.
If the item is badly mis-described you can get a refund, using the Money Back Guarantee, and it doesn't take anywhere near as long as it used to. If you file an item not as described dispute, the seller will have 3 days to reply by sending a return shipping label or a refund if they do not want to pay the return cost. If they do not take action within 3 days, on day four you can open the dispute and ask ebay to step in, and they will process a refund from the seller's account. It can take 3-5 days for the funds to be redeposited or credited back to the funding source though.
You have to weigh the plusses and minuses of buying from a new seller. If the item is rare enough it might be worth the risk, but either way you are protected.

In thinking about this a little more, it's been several days and no reply from that seller, it's probably best to follow ebooksdiva's advice.
Set up a watched search for the item and you'll get an email when another is posted.
Also make sure to search ticking; "world wide" off to the left, as there may be one in another country that's available.
Them not replying to messages at all, is a pretty bad sign.
You would still be covered but it can tie your money up for a month or longer.

ETA: What @ebooksdiva posted is the general and safest advice but if it's a one of that you can't get elsewhere, I've been known to give it chance. I've literally talked newbie sellers through the entire process. LOL
I've bought items in listings like that a couple of times, it's gone both ways.
Sounds like a brand new seller so be prepared for delays with shipping etc...
I have had mixed results; got my item and it was great & never received the item.
If the seller doesn't offer returns, you will be covered if the item is not as described/defective.
You will have to open a return case and be prepared to wait a bit but you'll be refunded.
Same is true if the item never arrives.
Now it's possible nothing is ever sent & seller never communicates; so you tie your money up for a while.
That's happened to me. If the item is worth it to you, it's worth a try.

·1 year agoI would not take the chance. Hit the back button and find your item elsewhere.
You could request a refund after you received it, but why go through all that hassle when your gut is telling you it's sketchy.
