Has anyone made a purchase at the beginning of February for the above subject at the price of $680.00, and never received their item? This is even after receiving tracking information showing that the item was delivered, but when contacting the carrier UPS, they could not verify that the item was delivered to your address. The Seller's id is [Removed]

At this point it doesn't matter whether you have social media accounts. As soon as you involved your credit card eBay can no longer help. They have that policy to eliminate the possibility someone will be refunded twice. Your only option now is to continue your credit card dispute.

If the buyer actually receives something, the buyer can file a "not as described" return within thirty days for a full refund. In fact, any buyer on eBay can file a "not as described" return, provided the buyer is willing and able to return exactly what was received.
If tracking shows delivery but nothing arrives and the buyer can obtain some hard copy documentation (email is not good enough) that says that the package was not delivered to the buyer's address or documentation that shows the weight or size of the package cannot possibly correspond to the ordered item, or the shipping date precedes the order, then the buyer may be able to contact eBay via social media direct message, provide that documentation to eBay and get help with "false tracking".

With "false tracking" if you go through a standard automated "item not received" case, on the other hand, you will lose the case because the seller can provide tracking that appears to show delivery. If you then appeal, you may have some additional options at that point. It appears that eBay has added a new appeal option regarding "delivery to another address", but I do not know how effective that is compared to contacting eBay via social media with documentation and explicitly mentioning "false tracking", which seems to work provided you can obtain the necessary documentation.
If you are unable to get help through eBay, you may have recourse through your payment method, though you should probably exhaust all your eBay options first since once you go through your payment method, eBay will no longer help with that transaction.
In general, you can avoid a lot of headaches by choosing to purchase only from established sellers that have recent and past positive feedback as a seller for selling items in the same category that you intend to buy. If someone is selling a dozen apple watches, but has no feedback, or only has feedback as a buyer, or only has feedback for selling dress patterns or fishing lures (actual examples I have seen), perhaps wait until they have a track record of positive feedback for selling electronics before you buy from them.

OP5 months agoAnd what are the appropriate eBay channels am I to contact? I tried to contact the seller with no replies. I opened up a claim stating that I did not receive the item, and had that claim canceled, because I got my financial institution to cancel the transaction. Since eBay is the middleman between the seller and the buyer, they assume all transactions are made under the honesty of both. I did not receive anything for the money I paid out, and as mentioned before, no communication was received by the seller. This seller had very little to no feedback, and to my better judgment, I fell for the scam. I should have known better. The little to no feedback, and a brand-new item selling for a fraction of the price. Why isn't eBay monitoring sellers like this? There has to be other complaints to fraudulent activity with this seller. That is why I mentioned their seller id, hoping that maybe someone else would come forward.
Time is of the essence when it comes these types of issues, so that is why I went to my financial institution and filed a claim with them. Ebay did not have to cancel the claim I had with them. And to add to it all, I am not able to reinstate the claim with eBay. If my financial institution doesn't find any issue with transaction, I am screwed, and out of $700+.
If there is someone I can talk to, please let me know.

·5 months agoYour INR (item not received) claim closes as soon as you got your bank involved. Getting the bank involved should be your last resort after all other attempts at resolution fail.
At this point, ebay is out of the picture.
If the bank reinstates the charge, which they might do if the seller provides tracking showing delivery, there's a process to do with a fake/invalid tracking scam.
What you have to do is get a statement from UPS stating that tracking number (fill in the blank) was delivered to a different address and a different name than you.
Normally, this would be submitted in an appeal to ebay after losing an INR claim. But in this case, since you effectively closed the case on ebay when you went to the bank, you might be asked to submit documentation to your bank in order to prove that it wasn't delivered to you.
In my own case in a similar scam, I contacted UPS through their Facebook, sent a private message and submitted the info to them and got documentation. (Screenshot below.)
I submitted that proof to ebay to appeal my loss of the non-receipt case.

OP5 months agoThanks for this information.... the only problem is I do not have any accounts with social websites. Did you try and make a phone call to UPS customer service? I am hoping to contact them that way and hopefully I can retrieve a copy of the wrong name and address tied to the tracking number. If you can thing of other options to gather the information I would need to build my case. it would be much appreciated.

If that is the only problem, it may be worth it for you to register an Instagram account in order to be able to contact eBay that way, as the other social media pages no longer work.
