Purchased item and have proof of purchases
I bought a very nice necklace using the Apple Pay feature, I later noticed I received no email confirmation but I have a statement of the purchase on my wallet purchases and my bank statement however nothing on my account shows I ever purchased it and seller will not talk to me

It's possible you neglected to log into your account and made the purchase as a guest. This page on guest purchases has a blue box where you can retrieve the confirmation email:
