A little surprise asking this question as a seller.
How many 'business' days are allowed before item has to be shipped?
Seller might be too busy to respond to emails and doesn't really have to.
There is an "estimated date of delivery" ...which is the only important information needed to know.
And not everyone does tracking and some sellers forget to add tracking to a sale.
And if you look at your 'negative feedback' it saids "I sent them an email and they didn't respond".

How do you know the seller didn't ship, not all sellers give buyer tracking. eBay doesn't require it.
eBay gives you estimated dates of delivery, that is what you should monitor. If you don't receive your item by the last estimated date of delivery, you can open an item not received case.
eBay also doesn't require sellers to respond to messages , although it is good for business.
