All new members have limits on how much they can spend and/or on how many items they can buy at one time, until they prove to be reliable buyers who pay for their items. The bottom link explains some of the limits, but there are others not mentioned in that link. One of them is an Open Transaction limit. It can be found in another link about new buyer limits, but below are the 2 most relevant points.
Open Transaction Limits
Active Bids and Offers: New buyers are typically limited to 4 or 5 open transactions (OTs) simultaneously.
What Counts: An open transaction includes active bids in an auction (even if you are outbid) and pending Best Offers.
While you might be outbid on an auction, it is still considered to be an OT because another bidder may retract their bid or a seller may decide to cancel a person's bid. leaving you the winner.
Open Offers are OTs but are only active until a seller accepts/declines the offer, or it goes unanswered for more than 24 hours at which time it expires.
The 4-5 limit is a rolling number. As you win and pay for an auction, or an offer you sent or item you have committed to buy, it is given back to use. Paid for items, Lost auctions, Declined or Unanswered offers, also reset the number of OTs available to use.
