Plain as day refund scam
I bought a guitar
wasn’t shipped out for 7 days
messaged seller
“ I don’t understand why the item has not been sent yetâ€
To which there was no response
Then I contacted eBay and told him I hadn’t received the item They told me I have to wait until September 6 to work it out with the seller
Then the seller sends me this message
“hey man I'm super sorry it's saying it'll be $100 to ship out, I know this isn't what you want to hear but I can't justify shipping it out for $100 and making max $80 off this, and I've tried issuing you a refund but I'm new to ebay so theres some payment issue, if you could withdraw the request that'd be awesome. Thank you and sorry for the inconvenience.â€
I’m pretty sure they’re gonna upload a bogus tracking number or something soon. I’ve been trying to tell eBay what the hell’s been going on and they just think it’s a new seller who doesn’t know what’s going on, but it’s an obvious scammer to me. What do you guys think

Like a couple of others, and apparently the CS rep you spoke/chatted with, I do not think you are dealing with a scammer, I think you are dealing with a new or very inexperienced seller. Their problem with the "guesstimated" shipping cost is a good indication of that.
You can find out if that is the case by opening the listing you bought from, scrolling down the page until you see the seller's username in a large font, below that will be some comments, under them is an oval with See all feedback in it. Clicking on that will take you to their feedback profile page. On it click on the As a seller tab, to see if they have sold anything before or in the last year.
Your seller could have a fair number of feedback and a 100% rating, but all for buying not selling before, or at least in the last year. That is just one reason why you should check the feedback profile of any seller you intend to buy from, no matter what their percentage. If they have not sold before or in the last year, they did have the 21-30 day hold placed on the payment you made.
On their account the payment status shows Pending, so they may not think the payment has cleared. If at this point you just want a refund reply to your seller and tell them to do a Google search for "Payments on hold, ebay" then to open the article that has export.ebay.com on the results page. If they do that they will learn about the hold and that they can refund your payment.

As you've been advised by very experienced members,if the seller doesnt respond to the case by the 6th, go back and ask Ebay to step in, you will be refunded. And dont close the case!

Yes, I caught what I think you meant but at the end of the day this potential or perceived scam can be thwarted by waiting until Sept 6 or at least one day past the original estimated delivery date and then filing a claim through eBay that you did not receive the item.
The Seller will be forced to upload a VALID tracking number to the claim ... since they want you to close your claim I doubt they will upload a bogus tracking number. If you close the claim you will have a harder time trying to get your money back.

I call it the loan scam.
Seller probably didn't realize there is a 30 days wait for funds of the sale if seller never sold an item before.
Seller was hoping for quick money and then refund the buyer later around estimated day of arrival of item.
Doesn't matter what is sent...you can return it as item not as described.
All this back and forth stuff...seller thought he would get money and it finally would get returned by eBay.

·1 year agoIf you've already filed INR, do NOT end the claim. As soon as you're able, go back to it and ask ebay to step in.

·1 year agoIf you have reported item not received you need to wait out the days ebay tells you to. Then report again after that date arrives. You will eventually get your money back with ebay's money back guarantee. No point contacting seller. Have patience.

·1 year agoThis does happen with newer sellers when they ship guitars. Many people are unaware of the costs and logistics involved in shipping an instrument.
Wait it out as others have suggested.

·1 year agoIf they are new to eBay there could be a payment hold on their funds from you. In order to refund they would have to use other money for the refund. They may not be able to do this.
Wait until September 6th and ask eBay to help again.

·1 year agoLooks like September 6 is the expected arrival date. On that date, you can file an Item Not Received dispute. Seller will be required to respond with a valid tracking number showing delivery within a few days. If non-responsive, ebay steps in and refunds your payment in full.
It sounds like the seller either :
A. Guessed at the shipping costs and missed it by a substantial amount
B. Saw that ebay was holding the funds from the seller for 30 days to guarantee a successful sale and, initially was not going to ship until they got paid.
What was the 'estimated' shipping when you bought it (or the item number?)
