The reason you cannot buy the bag, is probably its cost. All new buyers have a limit on how much they can spend and/or how many items they can purchase at one time. The link below explains about the limits. Even if you register a credit card with ebay as proof that you can pay, the bag may still cost more than you can spend.

Even if you are able to pay for the bag, you need to click on the Shipping, Payments & Returns tab on the listing page, to see if the seller will ship to your country.
As for contacting ebay there is no customer service phone number you can look up online. You would have to scroll to the bottom of an ebay page and use the Contact us button that is under the Help & Contact header to get a call back.
Since ebay does not have a site based out of Saudi Arabia, you will not be able to get a call back, if you are registered on (ebay.com) the U.S. based site. However, if you have any issues, this community can probably help you with them.
