Partial refund-- multiple offers?
I'm having a dispute with a seller (the listing included pictures of items that were not delivered) so I've been going back and forth with them. The seller said that the pictured (but missing) items "mustve been a glitch w ebay", 🙄... so I asked to just return everything.
The seller offered a (too low) partial refund which I declined. Now they want to offer a slightly more reasonable amount, but they claim "It won’t let me refund until you close. Can you close it and I’ll send the refund." Now *that* sounds super-suspicious to me, but I'm actually not sure about it-- once a partial refund offer has been made (and declined) can a seller *not* make another refund offer from the seller's case console?
To clarify-- the offer they did make wasn't just in messages, it arrived as an eBay case resolution email "The seller offered you a refund"-- which is why I'm not sure if they can really only do that once?
Thanks!

After 3 days have passed since you filed the return request without the seller providing a prepaid return shipping label or a full refund, then on day 4 you can ask Ebay to step in to help you.

The seller is trying to screw you. First, they have lied to you about this eBay glitch. Second, they are trying to trick you into closing the return because that will signal the case is resolved and you decided to keep the item. The seller won't be obligated to refund you anything at that point, which is what they are banking on. You need to decline the refund, if you find the offer unacceptable.
I force returns. I never offer partial refunds, so I do not know if the seller gets a second bite at the apple. My gut tells me they do, but I don't know. They may be only able to send you a shipping label. Either way, one thing I promise you is, if you close the return, you will not get any money and eBay will not be able to help you any further. If you try to go to your credit card/bank at that point, they will see that you closed out the return as well, which won't look good when you are claiming you didn't get all you ordered.
Also, stop going back and forth with the seller. There is no need to do that. Do not accept the offer and force the seller to either fully refund you or send you a shipping label. Do not continue to message them. Handle everything in the return claim you opened.
Let us know if you if you did not open the return for either "missing parts or pieces" or "item didn't match description."

eBay has never been clear about the partial refund offer in a return request, so we have to keep guessing.
