Do you mean you paid for an item but the seller is claiming they haven't received it yet? If that is what you mean, check your seller's feedback profile to see if they have sold anything before or in the last year. If they have no selling feedback or haven't received any in over a year, the seller has run into the 30 day hold ebay places on all new/returning sellers first few payments and they probably do not know about it or what to do to get the funds released.
If you find out the seller is new/returning try messaging them again and tell them if they have not shipped because of the Pending status of your payment, to do a Google search for:
" payments on hold, ebay ". If they do that, they'll get the info they need to ship the item and get the funds released.

If you paid for an item you purchased, it's automatically marked as having been paid.
