package that says delivered
purchased items that says was delivered but not to me, ups says the tracking number is fraud and not my tracking number. seller will not respond to my requests. need refund not one wants to help even paypal. need help from some one

The problem with fake tracking number scams, is the Delivered scan. eBay, PayPal and even your card provider will go by that when you first file a dispute. When ebay turned down your dispute in the message you received there was an appeal button, and you would have had 30 days from receiving the message, to get the info you need to win an appeal. Now that you have filed a dispute through PayPal you have forfeited your ebay protections. You still have to get info for PayPal to overturn their original decision, but I believe they will accept an email from UPS as proof of a fake tracking number scam. So you would have to call UPS again and get one of their reps to send you an email saying the address on your order was not the delivered address on the label, they will not give you the exact delivery address though. You should be able to take a screen shot of the UPS email and attach it to the PayPal appeal.
For future reference open the link below and click on the Go to Best Answer button. That answer will explain why ebay turns down disputes, and how to get the info you need to successfully appeal the decision.
At the bottom of the message is info about checking seller's feedback profiles. Follow it from here on out. I think I know which seller you had the problem with, they have a 95.8% feedback rating, which is terrible one for a high volume ebay seller. Two of their more recent negative feedback say items were delivered to a different address.

Select the reason that the seller sent something to the wrong address.
Go silent, and don't respond if the seller contacts you now. Just wait for PayPal to get your refund.

·2 years agoIf you already opened a case with Pay Pal, Ebay will no longer be any help.
Get a letter from USP stating that the package with that tracking number was not addressed to you, then use the letter to appeal the Pay Pal case.

·2 years agoFirst get documentation from UPS that clearly indicates that this is a fraudulent tracking number and proceed with the claim on eBay or PayPal..good luck..
