If you go to your My ebay page and look under Orders you will see your item posted there. Click on the Order details button, to see the last estimated delivery date. If there is a track package button there click on it to see if the item has shipped yet. If there is no tracking yet, you have to wait until 1 day after the expected delivery date, then go back to your purchase history click on the More Actions button to file an Item Not Received dispute. You may have to click on Return item to see the I haven't received it reason for the dispute.
The seller will have 3 days to respond by either proving the item has been shipped, or issuing a refund, if they do neither or make excuses, on the 4th day open the dispute, and click on the Ask ebay to step in button. You need to contact your seller directly by going to your "Purchase History" and click "Contact Seller" next to the transaction. If the seller doesn't respond or you item doesn't show up by the estimated delivery date you can then file a "item not received" case against the seller for a refund 1 day after that estimated delivery date.
