Order not received and no longer in the system
I placed an order on October 17. I received shipment notification and was to receive the order by October 27. The order never arrived, and now there is no trace of order #22-13697-94120 in the Status or Tracking systems, so I am at a loss as to how to proceed towards a refund at this point. The PayPal transaction was completed on the same day as the purchase. The seller had excellent ratings, and I have attempted to contact them, but I have received no reply so far.

Are you looking in the right place? As far as I know, nobody can 'search by order number'. Have you looked in your My eBay under purchases or purchase history? There you should be able to see your 'order details' and any tracking information provided by your seller.
If by chance there is tracking that states "delivered" and you got nothing, come back here before you proceed.
In what country was your seller registered? What was the estimated delivery dates, from your transaction history, not the listing itself?

What was the last estimated delivery date as seen in the listing when you bought the item?
Most issues on eBay can be resolved without contacting eBay.
