Is there anything against me messaging a buyer to ask them to raise the price of their item so that the item price qualifies me to use a voucher to purchase it?

That would seem sketchy to me and I'd probably block you

There's no rule against it, but just be aware that the seller may think that somehow you're out to scam them and block you.
