Not as advertised, worse yet does not operate
Bought a model train locomotive advertised as "LNIB" and "smooth runner". Loco doesn't operate at all. It's is a decoder equipped locomotive and the decoder makes an electrical whining noise. I am familiar with decoders, so I'm certain it's no good. Seller claimed that shipping would be combined which I assumed meant I would be charged less than the sum of the two shipping costs which wasn't the case. Without wasting forever with ebay and posting useless reviews, what recourses are available?

Your topic has three distinct issues in it, so there is no one size fits all answer for you.
"Seller claimed that shipping would be combined which I assumed meant I would be charged less than the sum of the two shipping costs which wasn't the case".
Without knowing the size and weights of the "items" you purchased, there is the possibility of combined shipping costing more than the cost of each item being sent individually, because of Dimensional weight postage costs used by domestic shipping agencies.

Not all Mfr.'s DCC decoders work well with other Mfrs. DCC systems. Did you check the compatibility of the Loco's decoder with your DCC system? The link below may contain some answers, but if your base operating system is a different one look up compatibility between it and other Mfrs. products. The problem may be a simple programming one.

As the others have explained the Money Back Guarantee (MBG) does have terms to follow for returns, and refunds. Basically, you have to file the dispute. Then wait until the seller who has up to 3 days to respond, responds.
If they send you a label you have to ship the item(s) back within the time allowed.
If they don't respond within 3 days, you can ask ebay to step in. If you try to get a refund by going outside of ebay, you will loose your (MBG) protections.
As far as reviews aka Feedback are concerned, you do not have to leave any at all. Doing that has always been optional. but if you decide to leave a feedback, you should wait until the dispute has run its course to see how the seller responds, before leaving a feedback. Hopefully, you are not one of those I paid so I am entitled to feedback type people.

·2 years agoYour purchase is covered by eBay's Money Back Guarantee. Go to the item in your purchase history, click Return, and select that the item was not as described. That opens a case. Go back four days later and ask eBay to step in. You'll then get a return label, and once the seller has the return you'll be refunded.

·2 years agoIf the seller refuses to send Return Shipping, eBay will still force the refund but will not require that the disputed item be returned.

More than one item purchased? Return shipping goes by purchase.
But buyer can refund anything anytime.
Work it out with the seller. Sellers love "repeat buyers".
