The info provided by nobody*s_perfect may explain why the seller has not responded.
The seller has only sold one item in the last year, presumably the one you bought on July 8th. If you are trying to contact them because they have not shipped, they may not be responding because they have run into the 21-30 day hold, that ebay places on all new sellers first few payments. The hold is also placed on sellers who have not sold anything in over a year.
Because of the hold, on the seller's account your payment's status would show Pending and they haven't shipped thinking the payment has not cleared. If your messages are about shipping, they may think you are trying to scam them some how, and that is why they have not responded.
If you want the item, try messaging the seller again and tell them if they have not shipped the item because of the payment status, to do a Google search for " Payments on hold - ebay " then to look for the article with the url address export.ebay.com. If they do that they will get the info about the hold, and what to do to complete the transaction and get the funds released.
If you do not want to deal with them and just want a refund, go to your purchase history, click on the More Actions box select I have not received it, and file the Item Not Received dispute. The seller will have 3 days to respond, and if they do not on day 4 you can ask ebay to step in and they will issue a refund.

·2 years agoThey still have items listed for sale so they have not been suspended by eBay.
The top of their listing page says that they have sold two items:

They have one feedback as a seller, which is over a year old, and their Sold items shows one item sold in the past 90 days, on July 8. So that accounts for their two sales, and there would have been no others.
If you are the buyer from July 8, and have not received your item, you need to read eBay's buyer protection policy, which they call the "Money Back Guarantee":
