Dispute the charge with your banking source of the debit or credit card online that you used.
Be very simple in wording and say it's a dispute.
There's usually something that you click on your banking site as a dispute.
And let the bank do the work.
A lot of disputes are those who say they don't recognize the transaction.

@doubledropantlers,
Since you say you sell on ebay, you should know how the Money Back Guarantee (MBG) works. When you file a dispute it shows up on your My ebay summary. If the dispute is denied, there will be a message in the dispute saying that and also an appeal button. Had you used that and stated that the tracking showed the item was dropped off the day before you bought it, and delivered the day you paid. A real person would have looked at the tracking information, and issued a refund. However, since you filed an item not received dispute and lost, then tried to file a not as described it was closed because only one type of dispute can be filed per transaction.
YOu can contact ebay through either their facebook or twitted accounts using the links below. Write out what you did, then tell the rep to check the date the label was created against the purchase date, and when the tracking number was uploaded 2 days before the 28th. Those reps have the power to reverse your lost disputes, and issue a refund.
Have you contacted eBay customer service on Facebook or instagram? You can send them a DM with your eBay ID, eBay email and put base information. You could also send a link to the postal site showing delivery before the purchase. Sending pics of your mailman isn’t necessary.

·2 years agoAll they see is tracking showed it was delivered.
See if you can get a letter from USPS stating the information above and file mail fraud.
Once you have those, use them to appeal the case.
