If your feedback was removed because the item was delivered, it is because you filed an item not received dispute, instead of an Item Not As Described dispute. Item not received is for use when you do not receive anything at all.
notified seller as it had not been shipped weeks after payment. Also notified Ebay. Needed item, so I purchased another, notified seller and Ebay. Seller then sent item! Seller then offered to refund, asked me to notify EBay, as he “had not received funds from themâ€. I did, gave heard nothing back. All I can get is automated response, which doesn’t address issue. I am done with Ebay. Amazon for me from now on.

You cannot unilaterally cancel a paid for transaction on ebay, because the seller has to agree.
From what you wrote about the seller not receiving the payment, the seller is either New or has not sold anything in a while. You would have to check their feedback profile to find that out. If they are new/returning they probably did not know about the 21-30 day hold ebay places on all new/returning sellers first few payments.
Because you bought another item, wait until the last estimated delivery date shown in your Order details has passed. Go to the listing click on More actions and select I didn't receive it, follow through to file the dispute which will show up just above your purchase history.
The seller will have 3 days to prove they shipped or to issue a refund. If they do neither, open the dispute, and click on the Ask ebay to step in button, and a full refund will be issued.
All of this is explained in ebay's Money Back Guarantee policy, which there is a link to on every listing. It is in the right hand column under the payment methods Icon "Shop With Confidence" below that is a Learn more button. click on it.

First step is to contact the carrier to determine if a parcel with that "delivered" status was indeed intended for you.
As hard as it is to 'give it up' you need to proceed without the "Item not Received" (aka INR) option in your brain. Also you need to give up on the regular eBay customer service you get from a call back or chat.
There are things you can do to get a refund, and things you should never do that will make sure you are kicked to the curb. Please read carefully some of these, and come back if you have more questions. You will be shown many options for your issue, and if you read to the end, many victims return with the results.
