Mobility scooter
I payed for a mobility scooter on the 4-3/2023 the seller first put the scooter for. sale on the 20-feb and asked me to pay on the 23-feb before he dispatched the scooter when I payed on the 4-3 he has now informed me he can not send it thank you

Perhaps you are misunderstanding something here. If a buyer has not paid within 4 days of the end of the listing/auction, the seller can open an unpaid item case. Is that what happened?
And how was he planning on shipping this mobility scooter?
Also, you're registered in the UK so you might want to ask your question on that forum. Rules and requirements may be different there.
