Go to the item click the "More Actions" drop down menu, select "Return this item" in the next page select the reason for return select "Missing parts or pieces". Your seller has 2 days to respond with either a return label to return the items you did get or a refund to compensate for the missing items. If by day 3 the seller doesn't respond, you can go back to the return to ask eBay to step in for your refund.
Sounds like you bought something. Get with the seller or open a 'return' for reason of 'not as described'. Seller will either refund you in full or send you a shipping label and you can return what you got.
